The Workers’ Compensation Carpentry Project Classifications

Insureds are often confused by the workers compensation Carpentry class codes 5645 and 5403. We hope to clarify the application of these class codes.
NCCI implemented a “Project Classification” approach for Carpentry work done in connection with new construction, alterations/renovations, remodeling, or general repair which involves framing or structural work.
The SCOPES description for the carpentry codes 5645 and 5403 both contain the same note addressing this classification concept:
Code 5645: When all of the carpentry work in connection with the construction of residential dwellings not exceeding three stories in height is performed by employees of the same carpentry contractor or general contractor responsible for the entire dwelling construction project, the work is assigned to Code 5645.
Code 5403: When all of the carpentry work in connection with the construction of residential dwellings exceeding three stories in height or commercial buildings or structures is performed by employees of the same carpentry contractor or general contractor responsible for the entire dwelling construction project, the work is assigned to Code 5403.
Therefore, when a general contractor or a remodeling contractor is responsible for all carpentry work on a project, employees and uninsured subcontractors are classified according to the project and not the type of carpentry work they are performing. As a result, even when all rough or structural carpentry work is performed by insured subcontractors, any of the insured’s employees or uninsured subcontractors who perform other carpentry work at the jobsite will be assigned to the project codes 5645 or 5403.
Carpentry work refers to hammer-and-nail type operations and includes, but is not limited to:
Framing Doors Wallboard
Studs Windows Cabinets
Joists Siding
Molding, Baseboards, Trim
Rafters Roofing Flooring
Trusses Fascia Decking
Stairs Soffits Fencing
Although there are individual classifications for some of the operations noted above (Roofing (5551), Wallboard (5445), Cabinets/Interior Trim (5437), Door/Window Installation (5102), Fencing (6400) etc.), such operations are not separately classified but are included within the scope of codes 5645 and 5403 under the project classification concept. This is true whether these operations are performed by separate crews, at different times, or are performed by employees or uninsured subcontractors who perform a variety of “carpentry” operations.
